John Redlingshafer was the editor, and John, Andrew Keyt, and Monica Kim were chapter authors for the 2014 edition of Special Districts, an Illinois Institute of Continuing Legal Education (IICLE) publication that focuses on issues related to starting, maintaining, financing, and conducting the business of a special district in Cook County and elsewhere in Illinois.

John Redlingshafer authored the "General Considerations" chapter. The chapter gives a general overview of those statutes that are potentially at issue in the everyday functions of a special district's operations, including the Open Meetings Act, Freedom of Information Act, Public Officer Prohibited Activities Act, Local Government Prompt Payment Act, Illinois Governmental Ethics Act, and Prevailing Wage Act. Andrew and Monica co-authored the updated chapter on cemetery maintenance districts, which focuses on the steps needed to create a cemetery maintenance districts, including setting up a board of trustees. According to the authors, one reason to create a cemetery maintenance is to allow for separate taxation to support the cemetery system within the district. (Click here to view the full chapter.)
